Catching a Hua Hin Chumphon train is easy, cheap and convenient, as the railway stations in both places are right in the centre of town and within walking distance to most accommodation and Chumphon train station is also a pickup point for the ferry services to Koh Tao.

There are of course bus services between Hua Hin and Chumphon, but the bus station in Hua Hin is located a few km from the city centre and most buses to Chumphon will only stop at the main bus station just off the highway, which is around 7 km from the town centre, requiring a long motor bike taxi ride back into the city centre.
If you do get a bus to Chumphon, make sure it is one of the very few services that actually goes into the city centre!
There is one company, Lomprayah Ferries, that sell bus + ferry joint tickets from Hua Hin to Koh Tao or Koh Phangan.
You can also buy just your ferry tickets to Koh Tao or Koh Phangan (with bus transfers from Chumphon Train Station)
