Rapid trains in Thailand are not known for their punctuality, but as this is a relatively short journey, and the train originates from Bangkok, delays should not be too bad (most of the time).
When you arrive in Hua Hin, the railway station is located just a short walk from the main centre of town and the main town beach.
Bear in mind Hua Hin is a very narrow and long town, so some parts of the beach are quite a few miles away from the station.

Train 171 is one of the few trains from Bangkok to Hua Hin that you could just turn up at Bangkok station and buy a ticket for on the day of travel.
The only problem with doing this is you may find only 3rd class tickets available.
If you want to travel in 2nd class, you may want to think about booking tickets in advance.
